safeguarding the European inhabitants of the proposed reservation from Malaria, by keeping at a distance the native population in accordance with the new accepted theory of the transmission of the Malarial germ by Mosquitoes, it seemed desirable to exclude from such reservation the rich Chinese who, if they invaded the area, would by competition in rents gradually oust the poorer white population.

This proposal was submitted to the Executive Council who on the 9th of October last approved the scheme, but advised that power should be reserved to the Governor in Council to grant in special cases permission to Chinese to reside in European houses within the area.

The matter was then referred to the Land Court to ascertain what private property existed within the area.
Mr. Gernpertz, President of the Land Court, has now reported that the total area of the proposed reservation has by survey been ascertained to be 2,047 acres and that only a little over 119 acres of it is claimed for private ownership. Portion of these 119 acres is cultivated and portion is waste land. The estimated cost of resuming the private property is $19,384.

Funds are not at present available to cover such cost, and I do not therefore make any recommendation on the subject of resumption. But there is no reason why, until the resumption can be effected and the whole area reserved by Ordinance for the purpose above indicated, the remainder of the area, which is Crown Land, should not with your sanction be set apart for the purpose of a reservation.
